FOMM will be installed to the fomm folder in your Fallout 3 folder, and FOMOD files will be placed in the Fallout 3/fomm/mods folder.
The default location is C:\Program Files\Bethesda Softworks\Fallout 3. You will need to know the location of your Fallout 3 folder.
